Under limited supervision of the Chief Utilities Engineer, supervises, oversees, and coordinates the work and activities of the watermain design team engaged in the design of public water supply facilities.
- Supervises, oversees, and coordinates the work and activities of the survey and engineering staff in the design of Distribution Sustainability System (DSS) program and other watermain installation projects by:
- Developing the program scope and execution plan annually through a collaborative project selection process.
- Scheduling projects and establishing workload priorities.
- Providing oversight of survey and design activities for the DSS program, including preparation of construction documents, permit applications, easement documents, cost estimates for Capital Improvement Project budget, appropriations, and expenditures.
- Coordinating, tracking, and overseeing efforts to obtain various easements, permits, and approvals.
- Reviewing proposed limits and alignments for water main installation projects, and performing cost and feasibility analyses.
- Preparing, reviewing, and updating project tracking spreadsheets, databases, and schedules.
- Ensuring conformance with the with Fairfax Water design standards.
- Coordinating closely with the Planning Department, Transmission and Distribution Division, and the Construction Department.
- Making design recommendations and coordinating with outside agencies (VDOT, Fairfax County, etc.), utility companies, and others.
- Analyzing GIS and other data to prioritize DSS projects.
- Oversee design of other watermain projects as assigned.
- Manage consultant-designed water main installation projects.
- Maintain and update Fairfax Water’s Standard Details manual.
- Conducting personnel and administrative duties to include performance evaluations and employee development efforts.
- Performs other duties and assignments as required.
- Graduation from college with a four-year degree in Civil Engineering or related field and a minimum of six years related experience or any equivalent combination of education
- and experience.
- Extensive knowledge of civil engineering principles, computations and drafting methods
- Extensive knowledge of utility design practices, including water mains and related appurtenances.
- Ability to provide technical oversight of the work of staff
- Professional Engineer’s License in Virginia, or relevant experience to be able to obtain one, is preferred.
- Strong communication and analytical skills
- Strong computer skills including experience using AutoCAD, Microsoft Word and Microsoft Excel. Experience using ArcGIS, MicroStation, and Microsoft Project is preferred.
- Ability to establish and maintain effective working relationships with coworkers, supervisors, external clients (representatives from outside agencies, utility companies, etc.) and others.
- Possession of a valid driver’s license and good driving record.
- Must pass a controlled substance (drug) test for employment.
